Exploiting the Crisis: Assessing the Impact of COVID-19 on the Rule of Law

The COVID-19 pandemic has had a negative impact on democracy, the rule of law and fundamental rights in many EU Member States. Moreover, it strengthened democratic backsliding in the countries that faced problems concerning democracy and the rule of law in the pre-pandemic period. The focus of the discussion is the case of Poland and the way the emergency measures aimed at preventing the pandemic had been used to deteriorate further the situation in the area of the rule of law, human rights and liberal democratic standards. The Polish case will be discussed in the broader, regional context keeping in mind that controversial policies and legal changes were introduced in other countries of Central and Eastern Europe (i.e. Hungary).
