Horizon Europe. SHAPEDEM-EU. Rethinking and Reshaping the EU’s democracy support in its Eastern and Southern Neighbourhood.

Institute of European Studies of the Faculty of International and Political Studies at the Jagiellonian University conducts the research project SHAPEDEM-EU (Rethinking and Reshaping the EU’s democracy support in its Eastern and Southern Neighbourhood) funded by the European Union’s Horizon Europe programme.

The head of the group carrying out the project at the Jagiellonian University is Dr hab. Magdalena Góra, Prof. at the Jagiellonian University, Institute of European Studies, and the team includes Dr hab. Joanna Dyduch, Prof. UJ at the the Institute of Middle and Far East Studies, Dr hab. Katarzyna Zielińska, Prof. UJ from the Institute of Sociology, Dr Ewa Szczepankiewicz-Rudzka from the Institute of Political Science and International Relations, Dr Marcin Zubek (IES), Dr Jan Grzymski (IES), Paweł Błeszyński (IES), Dr Małgorzata Fijał (IES), Volodymyr Posviatenko (IES).

SHAPEDEM-EU sets out to rethink, reshape, and review the EU’s democracy support policies in its Eastern & Southern Neighbourhoods. Amidst the increasing contestation of the EU and the weakening impact of its policies in the Neighbourhoods, SHAPEDEM-EU applies an entirely novel approach to democracy support. The approach conceives of democracy support as a social practice requiring the collective democratic learning of all stakeholders involved. The consortium will pilot test a Democracy Learning Loop to create new channels and tools for interaction between the EU and its neighbours and transfer these findings into policy recommendations for an improved EU policy toolkit.  SHAPEDEM-EU represents a multi-national and multifaceted research consortium of academic, think tank, and civil society institutions based in the EU and the Southern and Eastern Neighbourhoods. The consortium will apply mixed-methods to collect, assess, and generate policies related to democracy support in the six case countries of Lebanon, Palestine, Tunisia, Ukraine, Georgia, and Armenia. We will investigate the role of EU member states, key EU institutions, third country actors, and international organisations. The project results will lead to improved EU practices in the region. In all project phases, the impact of gender equality & digital transformations in democracy support will be examined.

Projekt badawczy Horizon2020 Research and Innovation Actions: „EU3D. EU Differentiation, Dominance and Democracy” („EU3D: Zróżnicowana integracja, dominacja i demokracja”), koordynowany przez ARENA Center for European Studies, Oslo University (Norwegia).

Źródło finansowania: Projekt finansowany przez Komisję Europejską w ramach Programu Horizon2020 Research and Innovation Action: Societal Challenges. Europe in a changing world – Inclusive, innovative and reflective societies.

Projekt „EU3D. W projekcie współpracować będą badacze z instytucji akademickich i wiodących europejskich think tanków (Uniwersytet w Oslo, Breugel, Hellenic Foundation for European and Foreign Policy (ELIAMEP) z Grecji, Uniwersytet Komeński w Bratysławie, Uniwersytet Jagielloński, LUISS School of Governance w Rzymie, Uniwersytet w Kopenhadze, Uniwersytet w Konstancji, Science Po Grenoble i Uniwersytet Oksfordzki).

A substantial amount of policy and legislation adopted by the European Union (EU) has an impact on or needs to be implemented at the regional level. However, these are mostly agreed between the European Commission, the European Parliament, and national governments. What is the role of the parties concerned, the regional political actors? Are they just onlookers or co-designers of European politics?

The REGIOPARL project systematically pursues these questions, in particular through interventions in regional parliaments and assemblies. The aim of REGIOPARL is to open the view to the diversity of actors and ways of regional European policy and to contribute to a better understanding of their instruments, possibilities, and limits. Special attention will be paid to regional parliaments and assemblies and their current and potential contribution to a lively and citizen-centred European democracy. The JU is part of this research consortium together with the European Democracy Lab think tank, University Donau-Krems, University of Tübingen and the WZB Berlin Social Science Centre.

Head of the project at JU: Prof. dr hab. Zdzisław Mach

The REACTIK project aims to broaden the field of European integration studies by incorporating the domain of European Cultural Diplomacy (ECD) and European Culture Policy (ECP). The project will develop an inter-regional, collaborative academic space to enhance the study of European cultural diplomacy. The project consortium coordinated by the Bezalel Academy of Arts and Design (Israel) includes partners from various countries and continents: Ben-Gurion University of Negev (Israel), University of Copenhagen (Denmark), Jawaharlal Nehru University (India), Waseda University (Japan), University of Canterbury (New Zealand). Among the members of the Institute’s team are prof. Zdzisław Mach, dr Magdalena Góra, dr Agnieszka Sadecka, dr Natasza Styczyńska and dr Marcin Zubek.

Projekt zakłada badanie aktualnego zjawiska jakim są wzrastające w siłę ruchy populistyczne i nieliberalne w Europie Środkowo-Wschodniej. Autorzy projektu tłumaczą to zjawisko pojęciem "delayed transformational fatigue", czyli wzrastającym obecnie rozczarowaniem społeczeństw regionu efektami reform wczesnego okresu transformacji. Dzięki temu doktoranci pogłębią swą wiedzę teoretyczną i empiryczną, zdobędą kompetencje międzykulturowe, oraz będą mieli możliwość poszerzenia swojej sieci kontaktów zawodowych.
